Less-than-1-month visa???????????

I see Vietnam stamping fee for visa on arrival at: http://www.vietnam-visa-service.com/inf ... a-fees.asp.
According to that, there is visa "under 1 month", is that right.

By law, Immigration Office issue 1 month visa (or visa approval letter), 3 months, ... There is no "under 1 month visa".
But at Vietnam airport, the Immigration Officers issue visa that valid from the day traveler enter Vietnam till the last day in the approval letter so there is "under 1 month visa".
For example: You want stay in Vietnam from 25 April to 15 May and you apply visa for that period. Immigration Office will issue a visa approval letter from 25 April to 25 May (by law). If you travel as planned (arrive on 25 April), the Officers at airport will issue a visa from 25 April to 25 May (1 month visa). If you (for some reasons) arrive late (say, 29 April), the Officers will issue a visa from 29 April to 25 May (total time is under 1 month).
Total days of a month is varied from 28 to 31 days so if you want to get "under 1 month visa" you'd better stay 27 days.

How can I apply for that visa to save stamping fee? as stamping fee for multiple entries 1 month and "under 1 month" is so different ($95 and $65)

Experienced visa service company will help you with this problem. Come back to the example above. Once know that you do not need full month visa they will apply your application with the earlier arrival date (say, 3 days earlier; from 22 April to 22 May) and as planned you arrive on 25 April. At airport, Officers will count from the date of your arrival (25 April) to the last day allowed in the approval letter (22 May). And apparently your stay in Vietnam is less than 1 month so you will have to pay $65 instead $95 for 1 month multiple entries visa.
