Vietnam visa approval letter is scam or not?

We are traveling as a party of 4 people and have been to Cambodia via Vietnam transfer flight and will have a stop over in Vietnam on the way home, we decided not to pay for a online visa for Vietnam (due to scams) or realised we needed a letter prior to entering Vietnam. As we would pass through and arrange a visa prior to arrival. When passing through Vietnam we where told no letter, no visa, no entry!!! We got online and googled a online visa site as directed by the guy in the visa office only to be scammed by a company in the UK and be left with no visa less then 24 hrs prior to arriving, not happy wasting the last of our Cambodia trip trying everything to continue our journey.

Do not trust anyone saying that they can get Vietnam visa on arrival without visa approval letter. Unlike Cambodia or Laos visa on arrival, Vietnam visa on arrival is available with a visa approval letter only (it means your visa has been approved in advance)
