Private approval letter for US citizens to get VOA

I am hesitant in apply for a visa on arrival by doing it online with a letter consisting of a group of folks with their passport number, birthdate, name etc.
Is there a reliable, inexpensive and safe online visa on arrival for U.S. citizen which will only send a Private letter and not including other people's names?
