Vietnam visa over land on TET Holiday

I am not sure that I understand your question correctly. But it is impossible to get Vietnam visa at Embassy during Tet Holiday. Try to get visa before the Holiday. If you have visa already you can enter Vietnam any time, even Tet Holiday.
